java virtual machine ?

I think there's now a licensing issue with Sun against MS and now WindowsUpdate doesn't provide the MS JVM anymore. I need to install Azureus onto XP which runs java... how can I get it (and other java programs) to run without the JVM ? Will installing the J2EE SDK from Sun's site work ?
