It depends on what you are going to do with the DVD once you have burned it..

I think you just want to use the regular Disc Creator. And just burn the Files to the DVD.
with the DVD Builder.. it assumes that you are going to put the DVD into your DVD player and watch it on the TV. Alot of video files dont have enough quality etc.. to conver to MPEG2.. and play good on a TV.
