Your framerates seem good to me ... but - BF1942 is often very sensitive to anything else using cpu power. Check in task manager to see if ctfmon is running ...
as a further note - I have a 2500+ and an overclocked ti4200 (set to faster than a ti4400) and I get nowhere near 100fps at highest quality settings. Not sure how your friend is arriving at that figure ...
