Hi,
I only really know ATI, but your frame rates do seem a little low for your specs.
I would suggest a good thing to start with is to download 3DMark2001 and 3DMark2003 from madonion, and use the results to compare with other people's systems that have the same graphics card and processor.
I wouldn't get too worried if your scores seem low compared to the max people get on the madonion site cos some people spend all thier time tweaking just to get high scores. Just look on these forums, especially the benchmark one, and check scores.
Once you have established a reasonable target, start fixing your system up.
Note:
I believe 3DMark2003 is 160MB, but 2001 is much smaller.
Also.....don't get too hung up on benchmarking, it's not good for you.
