Computer/Mother board wont detect my hard drives. Plz help!

Edit #2Well I think I figured out the problem. It always detected my cd-roms but not the hard drives. So I switched the cd-rom ide cables with the hard drive cables...I mean I didnt just switch them around I didnt unplug them from mother board and just switched the w/o that(hmm i hope that wasn't confusing lol) Anyway now it detected all my hard drives but not my cd-roms so my conclusion is that one of the ports for ide cables in the mobo is broken and wont detect w/e is conected to it. So i guess I need to get it fixed somehow. Can some one tell me how much would it cost or can I like buy the part and install it myself?

Edit I fixed the problem with the monitor not turning on, so now the computer boots up but I still have a problem. It doesnt detect any hard drives what so ever. I tried different power supplies, different ide cables, different hard drives and no luck. I also built another pc from my old mobo and a few parts from my pc and it DID detect the hard drive but I had to format it...And the new mobo, i just bought 3 months ago for like $120...people at the store said it was the best one out there...Is there a way to fix my mother board to detect the hdds?

I seem to have a lot of problems with my computer all the time. This time I have a big problem. I tried to switch the hard drives to check if my old one still works and after starting up the computer the monitor kept staying in the "stand by" mode not reacting to anything. and computer seemed not booting up at all since it didnt output any noises what so ever. I tried switching the hard drives back to normal and still the same problem. I even unplugged all the cd-roms and all the hard drives and still get the same thing. I have Pentium 4 2.8ghz computer with windows xp os. Please reply.
