I agree with Pickel.

The Mexicans coming across are illegal, meaning NOT LEGAL. You want the U.S. just to let them roam free?

I'm not too hip on all the citizenship tests and such, but I'm sure if an immigrant wanted to inform himself of the laws and legality of immigrating, he would be able to migrate legally, making this whole situation a null point henceforth.
