First up, try disabling smooth scrolling. Click Tools -> Internet Options -> Advanced -> Use smooth scrolling. That usually resolves scrolling problems in Internet Explorer.

Next up, Internet Explorer creates a rather severe security risk when operating with the default configuration. Unless you enjoy tweaking multiple settings, I suggest downloading and installing FireFox as an alternative. I think you will also find it to be more responsive than Internet Explorer for most web pages.
