Computer keeps shutting down

I installed a new DFI KT600-AL board into an old case I have. I can get the system to post, but when I try to install an OS it turns itself off. The strange thing is that the light on my mouse stays lit and the number lock key light is lit. Also there is a diode on the motherboard that stays lit.

The cpu and the cooling fans stop working. The hard drive led goes blank. My monitor goes black, the light goes from green to yellow. I can't repower on. I have to let it set for awhile. Then try it again, it posts and goes to install Window then shuts down again.

What could be causing this? Is it the cpu overheating? Or can it be the power supply. The heatsink is on tightly and I applied thermal paste to it.
