I think that for GB it is a terrific idea.
For the USA, we wouldnt allow it, too many people would be up in arms over it(real, not just whineing about it to our congressmen).
The idea that they would charge me $14.00 to park in a city wont fly either, I dont mind paying the coin meter for the time I am parked but to charge me $14.00 just to be in the area is daft. If I ever do travel to London, my best guess will be that I will be using public transport, or taxi
