I'm heavily leaning towards the power supply. A 250watt is not enough for that card. Watts aren't the only thing that make the diff aswell. If it has unstalbe voltage's especially on the +12v rail then it will not run.
By chance do you have any friends, or anybody you know that has a stronger PSU?
or do you have another computer you could try that videocard in?
