No, a board that supports a Pentium 4 will support a Pentium 3, due to it having a different socket.
Assuming you don't game with the board, a Celeron D will be fine. Or, AMD Sempron would be better than a Celeron and cheaper.
Since I have no idea what a good Australian store is, I'll give a good board recommendation through Newegg, hopefully it will be available in Australia.
