Hosting by GoDaddy and a domain too is only $10 or so for the first 2 months. After the two months, you'll have to renew your hosting costs but your domain will be yours for 10 more months.
To build a webpage that's complete customizable, use Microsoft Frontpage, I used it for my first ever websites before using Dreamweaver (MUCH better, but more technical knowledge makes things a lot easier), they don't look pro in any aspect, but hey...
