I have had alot of good success with a program called Easyrecovery. There are a few different versions of the program but i was able to recover files from a drive once that was formatted twice. Not low level format but just using the windows format. http://www.ontrack.com/easyrecoverydatarecovery/
Like it has been said, try to set the drive you want to recover the data off of as a slave to another in another system. do not reinstall windows or any programs on the drive before you try to recover files becasuse you could end up over writting files.
