quick and easy...

pull the board out of the case set it on a phone book or something none conductive leavinf the power supply connected you'll need to connect the power buttons as well{always forget to mention that}. leave in only the cpu/hs/fan one stick of memory and a vid card if there is no onboard unplug the power supply from the wall and clear the cmos using the jumpers if there are some if not pull the battery out

replace the battery and give it a try, this will rule out grounding in the case
