And i doubt its the video card being lifted b/c it works completely fine VGA but not with DVI.

No, the problem with a monitor going into sleep mode before Windows is loaded
suggests a defect with the monitor itself. You should readily see the post screen on
any system without issues. The video card would also be suspect. The best way to
determine if the monitor is at fault is to run a different one on the system to see if
the same problems are experienced. If the problems remain, a bad video card or
another hardware is the cause. That would mean something else is failing.
