| He's not using P2P; that's the whole point of his question... He wants to COMPLETELY block P2P on his network, not prevent people from accessing his shared files. 
But anyway, back on topic, I used to use 602LAN Suite for a similar purpose, but now use Squid on a SME Server box... The free version of 602LAN Suite only supports 5 users, so I dont know if that will accomodate your needs.
