There is no file like that in the directory, but there is SH3config. When i click on that its the same old thing as in the game, it has the settings for Screen Mode, Rendering Resolution and Resolution. Also just changing the controls of the games and also realtime shadow and lensfalre quality which are both on high. I dont see why its still crappy graphics.
