THIS IS THE SOLUTION, ALL THE CREDIT GOES TO "FIRSTFLIGHTMEDIA", I PERFORMED HIS DIRECTIONS ON A COMPAQ NC4010 AND ALSO A NC6000 AND IT WORKED ON BOTH. I was with all of you, lost clueless on this issue and have been thinking about it for 3 months now. I have tried removing the security chip (tpm module) and have even pulled the RTC cable on the battery but nothing worked. I BELIEVE WHEN YOU DISASSEMBLE THE LAPTOP THE TRICK IS, AFTER YOU ARE DONE WAITING 5 MINUTES THAT YOU PLUG IT IN TOO THE AC ADAPTER AND LEAVE THE BATTERY PACK OUT. LISTED BELOW ARE THE EXACT STEPS THAT I TOOK AND HAD SUCCESS ON BOTH, AGAIN ALL THE CREDIT GOES TO FIRSTFLIGHTMEDIA, THANKS AGAIN.

NC4010/NC6000
- Remove the keyboard, Harddrive, Battery
- find the connecter to the RTC battery that pluggs into the motherboard (which is a Red and black wire, the only ones), this is located right in front of the touchpad.
- Remove this connector using a needle nose plyers and if you can sneak the needle nose under the casing and pull the RTC battery out (i did that just to be safe, i am 90% sure though that you can just unplug it from the motherboard).
- wait 5 minutes
- Reconnect the RTC battery to the Motherboard
- Screw in the keyboard and harddrive (i am not sure if the harddrive gets grounded by the screw but just do it too be safe)
- Plug the laptop into the ac adapter
- MAKE SURE YOU DO NOT PUT THE BATTERY PACK IN
- Turn the laptop on and access the bios by using F10

I did the same procedure for the NC6000 except i also removed the CD-rom

- I know my instructions are lengthy but after 3 months of thinking (and being in the IT field) i feel that i might as well post the exact procedure too make sure it works.

Post responses as i am curious as if this works for everyone. You should all have sucess if you follow the procedure exactly.
