Get yourself one of these Long Range Acoustic Device.
Aim it at the car with a Low frequency to set off the alarm.
Better yet you could aim it at the owner and send subliminal message to them. (fiiiiix the car alarm... fiiiix the car alarm)

Down side:This would cost a considerably more than $50.00. (slide the decimal over several places -I am guessing)
It would be a fun toy to play with!
