I tried netzero. They had three phone numbers for Nashville. I got the same results. 28K to 31K at best.
I have determined that it's an oem modem, USR does not provide drivers for it. It seems to be a dell oem.
The sticker number is 66174900. USR modem identification utility sees it but the product identity field is blank.
These modems came out of some oem computers. There was a driver disk for it, but I have not found it yet. I have used these modems in the past, but it might have been with Win95.
Win98 insists that any driver I have offered it is not as good as the one that it provided. Typical MS, they always think they know best.

With nothing to lose I flashed on of them to V.90 via a flash program that I found on a russian web site. Now I can't find any drivers that will work yet.
I'm going to continue to work on this this morning. I'd like to figure out what it is.
I have checked all of my settings, they are all normal. I move the computer to a different room and tested it there. I swapped powersupplies, stripped out everything except for the video card.
I think it is a driver issue. I'll continue looking for something on the net.
