2 if possible, lower latencies means faster RAM, although the difference is not really that noticable.
Latency is the time that elapses before a stick of RAM can do something (store data, read, write, etc.) CAS Latency is the most important latency (column address strobe) and since I'm not good with words, here's wikipedia's definition of CAS Latency:

My favorite RAM company is Mushkin, followed by Corsair, OCZ, Crucial, GEIL, G.Skill, Patriot, Kingston, Buffalo, and a couple others. PNY is pretty good, but not to get confused with PQI, which IMO is utter trash.
