Dot "twinkle" is a sign of poor DVI signal ... something that older NVidia cards are quite notorious for.

But nevermind, LCDs do not "refresh" and hence do not flicker, regardless of the image rate you feed them. 60 Hz is OK, and is actually the recommended setting.
