Ex, Sam's posted opinion about Vista is about as valid as your recently posted opinion of vBulletin.

In reality, what works for one person, might not work for another.

Back on topic, Vista should be "acceptable" on an 800MHz system for basic tasks. As others have noted, disable Aero and most advanced graphical features/effects. The biggest bottleneck is the memory, and Vista certainly likes plenty of it. 512MB is going to be a working minimum for realistic desktop computing, just don't expect much in the way of multitasking.
