I had the same problem, no settings in "options - security" seems to do anything good. After a lot of reading, and no obvious working fixes, i tried saving the "HKEY_CURRENT_USER\Software\Microsoft\Windows\Curr entVersion\Internet Settings\Zones" to a .reg file while logged in as a user with working settings. I then logged on as my self, renamed the "Zones" to "Zones_err", and imported the .reg file. Everything seems to be working fine now. Both saving and opening files in IE6 and outlook express.
