Doubtful. Probably more like $3750 or perhaps $3500 if the lot really wants to move the car in a hurry. As to actual value, maybe not even $3000 (in my market area), though I would need see more of the car, test drive it, and hear it run.
Fuel injection has been replaced with carb - not particularly a bad thing, but something worth noting when evaluating how a car has been used. A few aspects of the interior has been tweaked. The front air dam doesn't look right, but I supose it could be the angle of pictures. The body appears to have been repainted. Look at the door striker on the driver side. It has been oversprayed.
I would suspect if the 40k miles has any meaning, it is likely in reference to an engine rebuild. Given the basic mods, there is a decent chance the car has been ran hard.
