dell inspiron 700m new problem

hi again. i seemed to have fixed the motherboard but i am not so sure. my teacher said it was a short that made it turn on but then also turn off. After hours and tinkering and dabbing with alchohol i managed to get it up and running. but as it loads up it now says

Broadcom UNDI, PXE-2.1(build 082) v2.0.4

Intel Base-Code, PXE-2.1 (build 082j)

PXE-E61: Media test failure, check cable
PXE-M0F: Exiting Broadcom PXE ROM
No bootable devices -- Press F1 to continue or f2 to reboot

if i press f1 the same thing comes up again. and if i press f2 it reboots and then does the same thing again. i am not sure if this is at the fault of the motherboard or anything because if the short was still there it would have turned off by now correct? he did give me his laptop with a missing part. it seems like it is the cd drive. i dont know if that would affect anything or not. thanks.

[edit] ohh yea and sometimes when i turn it on it says that it is missing the primary harddrive. or it can't be found.
