WEll, after reading the MS KB article on editing the registry, I realized I could save a copy of the registry branch in question from a user who could change their homepage. I could then switch to the user who had the problem and merge the saved branch into that users registry. I just had to save the branch in a place where the user with the problem could find it. Voila! Problem gone.
