Then the IDE to USB interface (converter) in the unit is going bad and straining the entire USB chain. We're back to the original answer - the drive enclosure circuitry (not the drive itself) is wonky.

You could disassemble the drive and keep the disk itself and insert it in another drive enclosure or dump the whole thing. It's up to you.
