I have the same mobo (ASRock P4VM890).. -not a very good board, by the way.
For a long time my brother has been using an ATI x1050 on it (PCIe).. and that works.. but recently after upgrading one of my other machines, I gave up an x1650 for my brothers P4VM890 to adopt.. and same deal you got.. no signal.. nothing.. no POST.. no beeps.. all fans run though.
Just like buddy said.. either there's simply not enough power applied or the mobo currently doesn't support ATI's Radeon x1600 series... or at least the 1650.
so.. i'd just hang in there.. keep in touch with asrock..
just because most companies dont support much socket478 platform products, doesn't mean asrock has completely given up on there p4vm890.. i think its there only 478/pcie mobo.. except for the weird 478/PD/DDR2/PCIe mobo they came up with.. forget what its called meh
