Getting Windows Server 2003 or 2008 to email shutdown log / comment

Is there a way to have a windows server 2003 or server 2008 system email a shutdown note [the shutdown event tracker details]? You know that box that pops up when you shutdown [or reboot] a server asking for a reason for the shutdown or reboot?

I would love to know if there's a native, or even third party, method to have Windows Server email what is entered into this note prior to completing the shutdown or reboot. Even an external system message of some sort to a dedicated system that could then relay the message would work.
