I don't think you're burning anything with a DVD-ROM. Nor do I suspect a laser problem, if you are able to burn the discs.

IMAPI is the Windows CD burning wizard. This generally makes for very compatible discs, but your drive may be finicky about media. Can you tell us what brand and speed of discs these are?
