With that budget, I'd do this..

CPU: Q9450

GPU: ATI 4870

RAM: 4 gigs

Motherboard: Maybe a nice x38/x48 or P45 Motherboard

One large HDD, then one Raptor

PSU: Probably something like the PC Power & Cooling 750w and best quality one they have.

I'll make a more exact list now though.
