Yes it can be fixed. If you didnt damage too much. The resistors can be replaced. The chip might be harder though. Depends on what kind of chip (Im guessing its a ram chip) However you have completely lost your warranty by damaging it in such a way so you will have to pay for it yourself.
I dont know if the company that made it will accept it back for repairs. You can always try their customer service to find out more. Because they will likely have to replace the chip for you.
Its a pity you managed to break such a nice card though
