You have proven that it's not the monitor. It's either Windows or the video card.

Try pressing F8 repeatedly while starting the PC to get the advanced boot menu. Select VGA Mode from there. If it works well, it's not the video card. You should then consider updating the video drivers (uninstall old and install new) or reloading Windows.
