Since you're on Vista, why not do the 'run as administrator' option for Outlook and remove it. You may need to right click the actual .exe file in the \Program Files\Microsoft Office\Office12\ folder to get the option. It seems like a rights issue to me. Vista can be picky about lower admin rights vs full admin rights.
