Have you directly measured the coolant temp? Anyway, yeah, that does potentially sound like a stuck thermostat. I am not sure of the coolant temperature sensor threshold on that particular platform, but the ECM could perhaps even be bouncing between open and closed loop modes due to an abnormally cool coolant temperature.

Not sure on the O2 reading, but the DoD aspect does sound plausible for the variance.
