Look in Device Manager for "Enhanced" USB controller. That is USB 2.0.
That said, a cheap cable used to connect a USB device may result in that warning. I've seen Windows suddenly just go wacky and stop connecting USB 2.0 devices properly. In my experience, that particular problem required a full reinstallation of Windows to correct.
