Unable to Enable Regedit

Recently I've been affected by a virus which changed my background so I can not change it back to what it originally was. I managed to quarantine the virus with AVG; however, when I tried to start up Regedit to change the settings to re allow myself to change my background, I was met with "Registry editing has been disabled by your administrator". I tried changing the setting with gpedit.msc but a pop up came up stating that windows cannot find 'gpedit.msc'. Is there anyway for me to enable gpedit.msc? I'm a noob to programming and such so my system restore is only up to a point after I got the virus. So system restore is out of the possible solutions. I will appreciate any possible solutions. Thanks.
