I agree entirely... USB is a digital technology. RCA connectors are analog. There is no way to go directly from one to the other without a sophisticated conversion device, such as a computer, to act as intermediary.

My suggestion for your surveillance operation is to get a solution from a place like X10.com - Security Cameras, X10 Home Security, Wireless Camera, Home Automation, Electronics and More!. They have webcam-like devices and other technologies that may help, but nothing is available to go from USB to RCA, directly.
