Vista wireless connections broadcasting as rogue DHCP servers

There are some Vista machines that are using a wireless connection and broadcasting as rogue DHCP servers.


Why is this? Is there anything that can be done to prevent it? We are on a network (university) and we know where the computers that are currently broadcasting are located, but we were wondering if anyone could give us some insight as to why they do it (Vista w/wireless connection). I'm a student worker, and even my boss isn't quite sure how it's happening. Any kind of advice/help is greatly appreciated.
