That isn't that clear, but if you want to be a "small ISP" then you're going the complete wrong way about it.....

If he has to use his dial-up to connect to your network, but not to any computers/data, then go from your network out to any websites, then he would be quicker to just use his own dial-up...

If you want to be a reseller then you would need to talk to some of the ISPs, and you can "sell" (rent) him a connection on a broadband speed line. That makes much more sense, would earn you some £££ and give them a considerably quicker internet connection.....
