Well the board supports all core 2 duo cpus so that shouldn't be an issue. When you say you tested the chip in another board and it did the "same thing" do you mean it didn't boot or?? That was a bit confusing.

Make sure you have the 20+4 pin connections made as well as the extra 4 pin connection. Clear the cmos and double check the jumpers. If that doesn't work strip it down to the bare essentials. If you still get no boot pull it out of the case and test it on a book or box.
