No, the PSU's a Rosewill Green Series, which i must say is pretty silent, but I'd think that if it was that then the CPU fan would not spin? But I'm going to test it out of the case right now.
To clarify, I swapped ram with a working machine. The working one continued to work, and the non-working one continued not working.
I have not swapped the CPU, and I'm not able to because the working system isn't mine, so hopefully this can be done partially blind.
