I'm another vote for Dreamweaver
This is one serious tool, and I started out with notepad.
Since then, I've been through Hot Dog (Win31), BBEdit(Mac), Frontpage (NT4), VI (Redhat), and of those, the only contender (and only WSYWYG) to the Dreamweaver throne was Frontpage.
Frontpage was annoying in the extreme in that I'd go into it and tweak source, hit save, and Frontpage would look at my changes, and go "oh, he must have meant" and jack it all around! AIGH!
Dreamweaver won't tweak your source edits, and will show you if you left any open tags.
Add to this the ability to record yoour own comands, work in conjunction with Fireworks amd Flash on sharp looking menus,
and you have a totally winning package.
Plus, as I currently develop with Mac OSX and WinNT4/Win2K, it's nice that they produce full packages that work well with each.
There's also Swish, a (windows-only) piece of software that will let you make great looking lettering effects in flash format with a minimum of work. Generate your lettering in Swish, and import the lettering into Flash as a string of keyframes on a layer, then add the object animations-Fun and productive!
