If you have no Linux experience, then I recommend sticking with Windows. You will need a HTTP server. Features vary, but if you only want to serve basic web pages, then the choices are numerous. Apache can be complex, but it is stable and well worth looking into.

Also, if you are residential DSL user, then you likely have a dynamic IP address. You will need an IP hosting service to point to your ever changing IP address. http://www.dyndns.org/
If you register a domain name, then you can just point it to a DynDNS account.
