I think it may have alot to do that most overclockers use Arctic Silver or a simialar product so the manufacturer figures that if the processor was burned up it is due to overclocking as opposed to a faulty chip and this is one way to not have to replace so many chips. That would be my guess...since the pad that came with the processor works for the intended purpose of the processor.
