could it be the voltage jumpers

I'm installing memory on a clients computer, the system has a amd k6-2 processor,(supports 100mhz) although setup shows its running 66mhz bus speed, I need to know if i need to change the voltage on the dimm jumpers, the system has a 64mb dimm in slot 0 but when i installed the (PC-100) 128 mb dimm into slot 1(or)0 the system doesnt boot and nothing happens, also setup has a setting for you to change dram configuration but only for speed timing and such but the system doesnt even recognize the ram.There is no name or markings on the mbd , But I have the book the cover says PC-100 main board users manual, also the computer is in the AT configuration, and the dimm jumpers is set at 3.3 volts. What could be the problem.
