Here's another possiblity. Check to see if it has a network card installed. It may be trying to lease an IP address which can take ages on 98 if there is no dhcp available. If it's there and not in use, just disable it

Edit -> I just re-read your post and I don't think I'm right but it may be useful info for somebody..
