Just wait until the RIAA comes knocking on their door. You will see an immediate, and drastic change in policy.
P2P programs are quickly becoming the new "Head Shops". You know, those places that sell all the wild drug paraphernalia? Notice there aren't many around anymore? Sure, it's not illegal to sell a skull shaped bong, and you could use it smoking your Marlboro Lights, but that's not why people buy them.
Same with P2P. Sure, you could use it to share your pictures of the annual family trek to Wallyworld, but that's not why it's so popular. Kazaa is for downloading MP3's, and because that's it's primary use, more and more schools will restrict their use. They won't want to risk the lawsuits from the music industry.
