winmm.dll not allowed to open?

i'm getting an error because of the winmm.dll file when I try to open spybot or adaware, it seems to only be effecting those two programs, this happened right after I downloaded a free childrens program, anyone else ever run into this, or know how to fix it?

tried copying a new winmm.dll and still says it's unable to open?

did a restore and all seems okay
